Culturally, Bhutan is predominantly Buddhist with Dzongkha as a national language (although there are regional variations - such as Sharchopkha, the predominant language in Eastern Bhutan), and a common dress code and architectural style. Bhutanese people primarily consist of the Ngalops and Sharchops, called the Western Bhutanese and Eastern Bhutanese, and Lhotshamphas (Southern Bhutanese), .
The concept of GNH receives much international praise and is a major draw for tourists, potential visitors should be aware that the idea is very much in its incubation stage, and there is very little evidence of GNH in the country itself.
On 19 July 2011, 68 countries joined the Kingdom of Bhutan in co-sponsoring a resolution titled Happiness: Towards a holistic approach to development, which was adopted by consensus by the 193-member UN General Assembly. In follow up to the resolution, the Royal Government of Bhutan convened a High Level Meeting on Happiness and Well Being: Defining a New Economic Paradigm on 2nd April 2012 at the United Nations headquarters in New York.

The Royal Government of Bhutan sets minimum selling prices for tour packages to Bhutan. These must be paid in US dollars prior to arrival in Bhutan. :
The minimum daily package for tourists travelling in a group of 3 persons or more is as follows:

MINIMUM DAILY PACKAGE
The minimum daily package covers the following services.

All accommodation and porterage in three star hotels throughout Bhutan (4 & 5 star hotel may

All travel by private car, 4wd or bus as appropriate

A sustainable tourism Royalty of US$ 65 per person per day. This Royalty goes towards free education, free healthcare, poverty alleviation, along with the building of infrastructure.
SURCHARGES
Tourists travelling in a group of two (2) persons or less shall be subject to a surcharge, in addition to the minimum daily package rates.
These are as follows:
Single individual - US$ 40 per night
Group of 2 persons only - US$ 30 per person per night
The 10% agency commission payable to agents abroad shall not be deductible from the surcharge. The surcharge will not be applicable to representatives of foreign travel agents on business study or promotional visit duly approved and cleared by Tourism Council of Bhutan.
A) There shall be no charge for CHILDREN below the age of 5 years. However, those between the ages of 5-12 years accompanied by elders/ guardians shall be given 50% discount on daily rates. This Royalty is currently set at $65 per day.
B.. Full time STUDENTS below the age of 25 years, holding valid identity cards from their academic institutions, shall be given 25% discount.
C. A discount of 50% on minimum daily package shall be given to one person in a group of 11 people. 100% discount shall be given to one member in a group exceeding 16 persons.
D. A 50% discount on Royalty shall be provided after the 8th night and 100% discount on Royalty shall be provided after the 14th night.
E. Visitors availing discounts under Sections A & B shall not be eligible for discount under D.
There is no charge for delays in arrival and departure because of weather conditions disrupting flights or road blocks. The tourist must however bear the cost of food, accommodation, transportation, and other services required. It is highly recommended that you purchase travel insurance prior to your visit.

TRAVEL REQUIREMENTS
All tourists (excluding Indian, Bangladeshi and Maldivian passport holders) who wish to travel to Bhutan require a visa and must book their holiday through a Bhutanese tour operator or one of their international partners. The tour operator will take care of Visa arrangements for visitors.
